Clean up Category:United_States_history. Most articles belong in a subcategory; some new subcategories need to be created, including . Many articles need to be assigned to multiple categories. Cross-referencing by year would be useful.
Legal_system is probably missing a number of fundamental references, including many kinds of law listed in religious law. It should either reference or summarize or be Legal systems of the world
Legal_history is also somewhat fluffy, and might actually be the best place to put Legal systems of the world .
Legal_code is very fluffy and could probably use a merge or a re-write. It also has broken links and grammatical issues.
