James Manuel "Jim" Costa (born April 13, 1952) is a Democratic politician from the U.S. state of California. He was elected to the United States House of Representatives in November 2004 to represent the 20th Congressional District of California. (map)

Costa took his seat in the U.S. House of Representatives at the start of the 109th United States Congress on January 4, 2005. Born in Fresno, California, Costa graduated from California State University, Fresno in 1974. He served in the California Assembly from 1978 until 1991, and in the California Senate from 1994 until 2002.

In the U.S. House election on November 2, 2004, Costa defeated Republican party challenger Roy Ashburn. The 20th Congressional District of California had been represented in the U.S. House by Democrat Cal Dooley, who had announced that he would not be seeking another term.

California's 20th Congressional District is located in the San Joaquin Valley.
