Howard Clement, III is a member of the town council of Durham, North Carolina.

An attorney and alumnus of Howard University, Clement was first appointed to the Durham City Council in 1983 and has served continuously since then, including four years (1997-2001) as mayor pro tem. Clement was most recently re-elected in 2001, representing Ward 2 (southeastern Durham).
